Truth to Rumor

Aproblem seen by residents is the prospect that a large number of hunters east of the SD boder would begin buying or leasing an excessive amount of land and thereby excluing it's use bu the locals.

If I had money to buy hunting ground. I do not think that spending an addition $700 a year under the current system is going to change my mind about buying hunting ground.
 
Here is what it says:

Section 2. That chapter 41-6 be amended by adding thereto a NEW SECTION to read as follows: The nonresident small game flex program is hereby established. Under the program an additional two thousand five hundred nonresident small game licenses that are each valid for five two-day periods may be issued. Licenses under the program may only be issued by the Department of Game, Fish and Parks and only via the internet. The Game, Fish and Parks Commission may provide for other combinations of days in rules promulgated pursuant to chapter 1-26 if the total number of days for which the license is valid does not exceed ten and if the total number of licenses issued under the program does not exceed two thousand five hundred. No person may be issued more than one nonresident small game license for use in the same hunting season. Fees for the nonresident small game license shall be set by the Game, Fish and Parks Commission in rules promulgated pursuant to chapter 1-26, and the commission may establish a higher fee for licenses issued under the nonresident small game flex program.
 
Only 2 votes away from curtailing my hunting significantly. Dodged that bullet.
 
That is the way I read it. It would be just so much less confusing to all, probably a better revenue builder for game and fish, would possibly entice more hunters to take advantage of a longer season with a return trip, ultimately bringing more revenue to motel, fuel and food vendors if they would just sell a season long license. It is so rediculous when you have people make laws that turn out more complicated than necessary. Who the heck likes to or can for that matter always have control of their days off with so many things that influence our lives from ball games, unexpected health care issues,funerals etc.. Sell me a season long license please!!!!
 
Since "they know" most out of state hunters use only one 5-day period of their license, they should issue a 5 day license at a lower cost. Only makes sense, right? Oh,that's right,stupid me...politicians are calling the shot.
 
I wonder if the State of SD has ever done a survey of out-of-state hunters, with respect to the number of times they visit the state? With two five- day hunting periods, do most only hunt one session?

They might consider a half-price license, after December 15?

And I wonder how many hunters actually hunt all five day's? Or at least four, and a half-day, on day five?

I think if you buy your license after Dec 15th you can use the second 5 day period the following season.
 
I and my partner only used five of our ten day license last season. Buying a license after December 15 sounds a bit risky to me seeing all the gates along 90. Hate to get locked in. If 90 gets closed due to weather, all other roads could only be worse.
 
I know Im going to get railed on here, but here is how I feel..


As an out of stater, I hope they never issue a season long license.

I would rather give up one day of hunting, in return for 3-3day licenses for the same cost as 2-5day permits, or at least let it be an option.
 
They could keep the two five-day hunting dates, but add three-day options, perhaps at a reduced rate. They would simply add various products offerings to the mix.

If you purchased the regular license - two five day periods, you might travel a third time for three day's, but at a reduced rate, rather than buy another season license and carry it forward to the next year.

It seems many of the lodges/outfitters are offering three-day hunts. One outfitter is reducing the stay times from four nights to three; I assume this in an effort to reduce costs to the hunter.

The question remains: why sell five- day licenses when most hunters only go for three or four?
 
Maybe they should get ride of the 2 5-day periods and make them all 2 3-day periods. You could hunt every day of the season if you want, just buy another license. If your hunting thru and outfiitter/lodge what is another $100?
 
How about this? Keep the two five day periods and let the NR's buy as many two five day periods as they like.

Why not just say you can hunt the entire season? Perhaps folks would make more trips then. I don't think they sell very many second licenses anyway. It could mean more business for all.
