Well a 15.00(now), duck stamp, built the national wildlife refuge system, with some help from Pittman-Robertson, both were legislated because sportsmen insisted!
 
Well I think that is a good idea, we just need to work on the math a little. First 1.50 probably won't cut it. I think a 25.00 upland stamp would be a good start. Secondly, there is nowhere near a million hunters in each state. SD last year for instance was somewhere around 180 k. That would result in about 4.5 million. That would buy a bunch of buffer strips and/or food plots.

We have an upland stamp. Its $8.50 I think and I read that only like 3% of the revenue from that stamp makes it to the ground... pretty sweet deal right? I would gladly pay 3 or 4 times that much if all the additional revenue (beyond the $8.50) went towards upland habitat but we all know it wouldn't.

You guys are on the right track as there is simply a cost to support quality hunting.

We will need a multi-faceted approach.

My PF biologist suggested Monsanto kick in a 10% conservation fee on each bag of Roundup Ready corn/beans. In SD alone that would be millions.

Agree that a multi-faceted approach will be needed. New, creative approaches to improving habitat and promoting quality hunting. I have bought a stamp for several years here in Colorado to help support a walk-in/habitat program (they removed the fee a couple of years ago), and am willing to pay my share of what I use and enjoy. The money just needs to be used wisely and for the stated purpose.

The Farm Bill (and conservation programs therein) seems to be reaching the end of its life so new methods will need to be devised - Congress has been unable to pass a new bill in 2 years of bickering....:rolleyes:
