Moe, here is what I found. Came from NRCS in Texas. Might wan to double check with your local nrcs.

Depends upon the wording of the original agreement. Some are grazed, I know for a fact. Some are hayed. In the south some are cut for wood products. It would depend upon the individual management plan. Compatible use might limit the dates during which this can be done, or eliminate it entirely. The government having the opinion, that they paid the value of the property upon acceptance into the program. You can ask for a managment review, which would allow for a modification to graze, if it is consistent with the long term goals.
