What makes it “public” ??

Seems odd DU would sell a parcel. Maybe if was gifed to them, and it just didn't fit into waterfowl habitat. Hope they in turn bought a parcel that was good food their (the ducks) purpose.

Very common practice is SD (their target area). The land is often ideal habitat or ideal potential habitat. They do sign up for permanent easements that likely bind the new owners to conservation programs.

I’ve seen 6 or 8 DU parcels get sold, one of them was bot by a rancher pal of mine…pretty sure it’s this program.
 
There’s a 2500 acre GPA 5 miles from my ground that DU bought with a large gift from a prominent Atlanta attorney who died in a plane crash…they may have sold easements, not sure, but they sold it to SD GFP then took the $ to go preserve habitat somewhere else…

That sounds like a good plan...if they would be selling to individuals, that is where things would get blurry in my eyes. Nice the SD GFP has a budget that allows for land purchases. Guessing the money was was in the easements not so much for the actual land sale. It would be like the state buying it twice.
