They’re part of the US Fish and Wildlife Service…that’s how nonresidents can hunt them during the first week of the ND pheasant season, they’re not state land, which is off limits to nonresidents during the first week…Wpa's are state owned so state funds them. National park and Federal wildlife refuges are owned by the Federal government so they will be shut down.
