Disturbing?

A few miles from my house on Friday a car in the opposite lane was stopped so I slowed down to see what was up. There was a hen in the middle of the road with a brood of chicks that looked to be less then three weeks old. I raised pheasants last year so I have a pretty good idea of age.
 
Why would that be disturbing? If anything it should be encouraging that hens who were unsuccessful in early nests had lots of chance to re nest and pull off a late brood.
 
I believe they fly at about 12 weeks. I have kicked up pheasants during the first week or two of season that you could not tell they were a rooster till they cackled! I have also had the dogs get into a brood and all they could do was jump up and flutter but couldn't fly yet. That is in the middle of Oct. in Minnesota. So while it is late at least she still was able to hatch a batch. My concern now would be the drought she is trying to bring them through. No water = no pheasants.
 
I remember two seasons where there was roosters with very little color. I still remember calling out rooster and my bro in law pointing his gun in every direction saying where? where? It is so dry here but where I saw the brood was right next to a slough. So I hope they make it.
 
im excited now sunday i will get the dog out after geese & doves but it sounds & looks like brood & cover wise we will have a good mid-late pheasant season here in MN opener will be a blast also i assume... good cover & late broods means fun once the crops come off... more young dumb birds longer into the season cant wait
