Conservation to take a hit in 2012 Budget

“The President’s FY 2012 budget calls for deep cuts to farm bill mandatory spending for farm conservation with over $1 billion in permanent rescissions,” Ferd Hoefner of the National Sustainable Agriculture Coalition said in a statement. “As in their FY 2011 budget request, the big three programs targeted for reductions are the Environmental Quality Incentives Program (EQIP), the Conservation Stewardship Program (CSP), and the Wetlands Reserve Program (WRP).”

I heard Vilsack say on WNAX that some of the funds would be transfered to other programs like EQIP, a program a lot of hog producers use because it will pay for 1/2 of the building.

That's not good news. Why are paying for 1/2 a hog confinement? It seems like we have the money for the right projects, but it seems to get diverted to the pockets of others.

Here is how the game works. If you have outside pigs with no manure containment you can apply for EQIP money to pay for the concrete manure pit under your confinement. Which equals about half the cost of the building. You just have to quite raising the hogs outside and move them inside.

The EQIP money for the manure pit is justafiable in terms of water quality issues. Most of the operations that qualify, have aged facilities that leach hog manure, or dairy barn manure off into the water supply. There is a fairly rigorous application and a time frame for implementation. At least we get better water quality out of the deal. After all we used to give EQIP money to drain wetlands, now we give matching funds to restore the ones we paid them to doze out!

I think that everything should be on the table for budget cuts these days, even programs that I benefit from. It is sad, but we really are broke.
 
It is not as bad as you think boys.

When you look at the fine print CRP is going to see an increase over FY 2010 and the budget assumes a general sign up in FY 2011 and 2012.

WRP enrolled a record amount of acres in FY 2010 (272,000) and is expected to stay on track for FY 11' and 12'.

Commodity programs are finlly being looked at for their share of cuts.
