This is just my opinion from hunting phez for over 40 yrs. Yes, you can shoot phez without a dog, but your opportunities will be greatlly diminished. You need the dog to find those that love to sit and hide, also to find the runners. Without a dog you'll walk by a lot of birds. Also phex is a tough bird to kill. If it's not dead when it hits the ground, likely you won't find it. They are superb masters at hiding. Best of luck.
