Not sure where you're referring to, but where I hunt in Minnesota the sun goes down between 4:30-5pm anyways. That's not really any different than quitting at 4:30.

The legal shooting time in Iowa for upland birds begins at 0800 and goes to 430 instead of sunup to sundown. Here in Nebraska it is 1/2 before sunup to sundown and I think giving birds another 15-30 minutes of light to find a roost can make a huge difference when it’s really cold, especially quail who must covey up to survive the cold weather.
 
At the start of the IA season sunset is around 6PM.

You may be surprised at the movement of pheasants from sunset to dark ... they move a lot in more heavily pressured areas.
