Pheasants Forever

This is one other thing I don't understand, and don't get me wrong land owners can put what ever seed they want on their land, but whats wrong with using oats as a filler/cover?

All the habitat projects I've worked in the past we've used oats as a cover/filler and it seems to work fine.

Maybe someone with more experience can help answer this??
 
I to would sure like to hear some disadvantages in using oats as a filler crop.
