Pa wild quail plan

It's kind of ironic, I could go out tomorrow morning in several places in NJ, and feel confident of getting into a few covey of quail,of course I have been locating them for many years, still you would think the Pa. situation would be better than it is!
 
The State releases quail on two WMA's, some of the quail I am talking about are on a huge Wildlife Refuge were no quail have ever been released. Some of the other areas are historic quail areas and although some clubs release quail in the area,breeding populations are known to exist. NJ is also starting to do DNA testing to determine genetic diversity.
