I think what the state has found is that the biggest money comes in from pay-to-play, so little incentive to make the public land hunting better.

MN - WIAs much, much, better cover than SD. Very rare you pull up to a mowed or planted WIA in MN. But like you said, SD (primary pheasant range) just has the right conditions (soils, weather/wind) for growing birds. I think it's a shame - they could put just a touch of effort in the public...

I don't think he is the one who is confused. Clearly non-toxic is required on GPA and WPA.

I've wondered that as well. Same with school ground. Since I know of no explicit exception, I would assume the 660' rule still applies. But in practice when I see cows on a WIA I just cuss a little and move on.

Mmmm - 30 pack... Only the finest beers come in 30 packs :) We were out last week in North central as well. Extremely dry and tough on dogs - both scenting and on paws, noses, and undercarriage. Went through a lot of bag balm and I am still blowing black boogers from the dust.
