Tail feather

How do you measure a tail feather? With a ruler of course, but do you start at the base of the feathering or the base of the quill so to speak?
 
The not very helpful answer is that it kind of depends what you want to measure & how accurate you want to be.
But obviously, if you want to measure the whole thing, you pull it out & measure tip to tip.
When I took one into the local tail feather contest this year, you had to bring the whole undressed bird in and they pulled the feather. Not saying thats official or right just the way they did it. Does make some sense.
 
I measure quill tip to feather tip, for my own best. I understand bringing the bird to the contest site, a good taxidermist can make you a tail feather as long as you want.
