State owned hunting land

I was wondering if state owned land, wma/gpa ever gets sold off? Such as the state sells a piece of land to a private party. I had an acquaintance tell me once that some public land he hunted as a kid was gone now and it's all houses. Of course this anecdote I didn't get a specific mention of what type of public land it was. I'm assuming that there is zero associated costs to the gov't for owning a wma. I wouldn't think they would have to pay taxes on it. Of course there is a cost with habitat management on state land, but that is optional. I suppose I could pose the same questions concerning federal land, but there's so many different types it might get confusing.
