I can only tell you of my experience at Standing Rock:
As of last fall, there are NOT maps of tribal land holdings where you can hunt with just a tribal license. Lots of private land you can hunt if you obtain permission.
The absolute best thing you can do is make the time and go scout it in person. You need to go to Ft Yates in NDak if you wish to check out hunting tribal land, but keep your expectations low on how much info you'll walk out of with.
