Smart birds or all bunched up?

Each time I go to hunting at Neal Smith I'm struck with one of two things. Where are all the birds? Or man these birds are smart.
Today was both. Long walk through lots of good cover, only bird I saw was a hen my lab tracked around in a 1/4 mile circle.
What have y'all experienced out there?
 
My last 2 weeks, I have seen plenty of birds, but they are jumpy, often flushing 100+ yards in front of us. My shooting has been a bit to be less than desired. Had my chances at limits but finished with just 2 birds on each of my last 2 outings. I trust I will shoot better tomorrow and be back home early.
 
The public birds are definitely jumpy. We’ve been putting up a lot of birds but most have been well out of range. I went out this afternoon hoping the wind would mask the noise and ended up getting one in the cattails that flushed about 5’ in front of me. I about decapitated the poor fella.
