John, a local game farm maybe best budget choice for dog training and getting exposed to pheasants. Come to SD for real deal or level 2-3 training.
SD birds WILL train a dog that is already obedient. You must have total control of your dog.
As far as land access goes, I would recommend public ground in either ND or SD. Both Game and Fish departments can provide you with maps.
Remember, if you wnat to keep cost lowest you wil have to "hunt" for good hunting. If you wnat to take the work and hassle out of finding a good hunting spot with lodging and above average wild bird experience then a UGUIDE pacakge is a good value/option.
I know a few guys around my area that have smaller food plots that would be okay for working with a dog. I don't know if they are looking for any hunters but I would sure ask for you if you wanted. They are very reasonably priced for access.
