Popcorn roosters?

I've only seen this behavior a handful of times. If roosters are hanging out together, they will start to flutter up several feet and back down into the cover. They might not even move forward, and come back down in the same spot, or they might only move forward several yards. Not just one does it -- multiple of them do it around the same time.

I don't know if there is a number where they start doing it. I've probably seen it when there are more than 3 birds together.

They also don't seem to be doing it to get away from the hunter or as a result of a hunter near them. I've gotten relatively close to them when they've been acting this way. Even if some flush wild, I've still gotten points on the ones who didn't.

Does anyone know what is going on here? Are they having squabbles and pushing each other up and out of the way?
 
They are fighting. They jump in order to spur each other... Mean little f'ers to each other. 😉
It definitely is possible, but unlike a chicken jumping up and going for the other with its legs, these birds are gracefully fluttering up several feet, slowly, and coming back down the same. They aren't jumping up opposite each other and chest bumping, etc. It is just one at a time.
 
They will do the same to hawks so whenever scouting or road hunting, keep an eye when the circling hawks dive down near the ground, you may catch a rooster jumping up to meet it with their spurs.
