Outer layer for rain/snow or just when it's extremely cold

I am looking for a good pullover, sweatshirt, or jacket to wear when it's raining or extremely cold. I layer up top and bottom with Merino and sometimes a synthetic underneath. I run hot so typically I don't typically need anything over my base/mid layers. But I need something to wear in the rain, snow or when I just need one more layer. I'd prefer a 1/4 zip because I also wear a strap vest. I'm trying to decide on something before the sales are over.
 
Orvis has several softshell 1/4 zip pull overs that shed water. My son just bought one and its a cut above the one I have. Well worth the few extra $$$

Do you know which one it is? They have like 3 different kinds I think and it doesn't seem like all of them are water resistant and one of them is apparently real thin.

Side note, I'm trying to decide boots and think I settled on thorogoods over whites but being in a small town I can't go touch and try on anything. Kinda sucks in that regard.

I don’t have the one with the hood but for what you are wanting that is the route I would go. I love the none hooded version and actually bought them for christmas presents last year for my team.
 
I got a Badlands Huron upland coat this fall when it went on sale to 70 from 189. Im extremely impressed with it. Im wearing it everywhere. I hunted this weekend with this over a merino wool long sleeve and it was 10 above. Ive worn it once when it was snowing and it is water resistant like it claims. Huge magnetic pockets. I dont know why it was on sale for that price, but it wasnt for long. It is around 140 for black friday. Its worth that price.
 
It’s pretty damn cozy. Wore it this weekend over my hoodie at about 4 degrees with real feel -12 or so and this morning at about 15. Really knocks down the wind. It’s pretty heavy duty but still very flexible. It’s Waterproof as far as I’m concerned never have had a problem
 
I have an orange rain coat by Mountain Hardwear for rain/snow, a soft shell upland jacket from Cabelas for most days and when its really cold, I have a 1/4 zip orange soft shell from Midway that is heavier than the Cabelas soft-shell. I think it's called a Prairie Creek soft shell. It was pretty cheap.
