Sure you can ! As for rather it is legal are not , I haven't a clue.

Your best bet is to look at your states regulations or contact a game warden for questions.

Check the local regs. I live in a university town that allows the use of BB and pellet guns on vermin, but prohibits SHOOTING a bow in city limits.
