I was a yes until the released birds part. Not that it matters, I’ve been in Missouri the last half of my life so my vote doesn’t count anymore.
 
Allowing non resident deer hunting is what screwed up access for we average guys

Stop that and stop outfitters leasing land and Kansas would be a good place to hunt birds again

It’s the reason our group moved out of Kansas. We had very good hunting and good access until No Hunting Leased Lands signs went up.
Met some really wonderful people out there. When land control was passed to the next generation hunting conditions deteriorated.
Change is inevitable and not always positive for upland bird hunting. Sad

I agree. NR deer hunting has changed everything. It is virtually impossible to find a place to hunt deer but you can still find places to hunt birds, it just takes more work. But the WIHA program needs a total overhaul or ended. Nearly half of the acres enrolled in the WIHA program are not huntable. And it isn't a program that benefits habitat like the Iowa IHAP program. It is a leasing program that allows access. Many of the WIHA properties here have been pulled out by the landowner. And what stinks is the state pays $4 per acre for CRP land in western Kansas enrolled in WIHA but will pay over $15 an acre for deer hunting properties in the eastern half. So it is easy to see where their priorities are.

We obviously hunt in different areas, because I have land owners approach me at the gas station or diner when I have blaze orange on, asking if I am hunting deer because they want them shot.....all of them. I have yet to run into a landowner who would not let me hunt deer, unless it was already leased, but I can't find anyone allowing upland or waterfowl hunting out west.
The property in the east is leased at higher rates because of simple economics, supply and demand. The eastern portion of the state doesn't have nearly the quantity of available acres as the west, that is why it has incentive and urban incentive rates.
