GPS trackers that arent intergrated into E-collar

Got a buddy starting to collar condition a GSP pup. he plans to use a sportdog model that uses vibrate/tone/shock (no gps tracking capabilities).

we have discussed whether he needs a gps e-collar and how expenseive they are.

instead of gps integrated e-collar, are there other devices that will send a location to a cellphone that are less expensive than the gps tracker collars?

I know folks can track vehicles by hiding a tracker devise in the car and it traxcks by gps.

I also know air tags only work if they are near apple devises. are there other similar devises that can tell your phone where they are if they are within a mile or so?
is there a small devise that can be clipped to the dog collar that will track it and show location on a cell phone?
 
My experience with air-tags are that they needed to be within feet of an apple phone to relay a location. Even in a small town where you might think 25% of homes might have an apple phone, mh dog can run all over the town and we get few updates. But when you get one, you have an idea where to quickly start looking.
