Future of Nebraska birds hunters and bird numbers

What the future of hunters and will they become more new bird hunters. Or is it time for Nebraska to start spending mony and time to make it a pheasant strong hold state?
 
I assume do to the land use practices and drought that things have been tough on bird numbers . Farming is the King in your state and mine , the Ag polices seem to have the biggest effect on numbers
 
I spent 15+ years hunting the SE part of Kansas and had some "never forget" hunts there over the years. Unfortunately along with the dwindling bird numbers of the late 1990's seem to come a sense that out of state bird hunters were just not very welcomed by landowners and locals along with the dollars we brought with us.
