Will an Eletric solar powered fence work on a PVC coated chicken wire ? Or do you string the wire around the pheasant pen then add power to the wire ?

Current will travel through the wire. The PVC is insulation, won't give a shock unless there are bare spots with metal showing.
Are you keeping stuff in or stuff out?
Maybe you could run a galvanized wire or two, like weave it into the chicken wire, foot off the ground and another a couple feet higher.

Keeping things (weasels/raccoons) out ! I was thinking of weaving some wire in also as you said.
