Pennsylvania Propagation Areas

Was just looking over the Pennsylvania PGC mapping center in preparation for this weekend. I noticed they have "propagation area" identified within each SGL. The parking area and piece of land I scouted earlier this month (game land 249, on game lands rd, off of Stone jug rd) was not included in this highlighted/filled in area, does that mean that this area does not get any birds? There was a highlighted area between twin bridges rd and game lands rd, identified on the map as the "propagation area." Should I be directing my hunting efforts to the access roads surrounding the highlighted "propagation areas?" Thanks for the help. Sorry for all of the similar questions. Just want to make sure we have a fighting chance to put up some birds, for the dogs sake.
 
I'm pretty sure the propagation areas are "off limits" ! The're releasing more birds this week, you should see plenty of action for your dog.
 
That would be helpful to know if the propagation area is off limits for hunting. Can anybody help me out and confirm this? Appreciate the help.
