Collars: Tight, Loose, Or?

Should a dog's collar be loose enough that it can pull its head out if caught up on something? Or should it be tight to lessen the chance of a hang up?
 
I'll assume you mean just fido's 'ol leather collar NOT his Ecollar right?? I keep both my dogs regular collars fairly loose. Not loose enought to simply slip out of or fall off but loose enough that if they were to get hung up and they get frustrated, frightened, etc enough they can slip out by tugging, turning a bit Think they are loose enough to slip up and down neck but I have to slip a bit to pull off over head. I'd hate to have a dog hung up in some dense slough or patch or whatever and never find them. Others may do it differently but that is what I prefer.
 
Mine are fairly loose so pup could slip it if necessary, but I also add a GPS collar in dense cover.
