Not all walkin area is going to be bird habitat. Public land access could be pond fishing for bass, bluegills, pike trout etc. it can be for predator hunting. Prairie dogs, big and small game. Due diligence scouting is needed to determine a parcels strong suit.

I agree, mowing now ( without baling) would probably be more detrimental than letting nature take its course .
