    Hmmm. Minnesota has a Walk-In stamp you have to purchase to access their walk-ins, and while I'm not 100% sure, I'd bet they are P-R funded.

    Food for thought: Expand the iWIHA program. Sell an iWIHA stamp that allows for access. Limit the amount of hunters/day based on the carrying capacity of the property, limit the amount of iWIHAs a person can check into per day, and pay landowners based on how many people hunt it in a season.

    Yeah, I would defer to the biologists, but my understanding was the extended freeze last year was just too much cold for too long for covies to survive. As always, that compounds the relentless habitat destruction and the spring and summer climate change.

    Spent the weekend in northwest Missouri, primarily public but also several tracts of well-managed private ground that has produced consistently for years. Bird number are legitimately decimated. 6 hunters, hunting in 2-3 groups for 2 days hunting probably didn’t flush 10 pheasants and only 2 coveys.
