    Not sure how'd you tell the difference in a second or two when it flushed unless it was lacking color. That's possible early in the season but by November they should all have mature color. You really should not even be shooting at a pheasant if there is doubt whether it's a rooster.

    I agree. You could make the argument that its literally the only state in the country that prioritizes something other than big game as the primary management specialization. The deer is king almost everywhere else.

    This is is only a "proposed budget." Rarely does Congress pass such severe cuts to agencies and programs at once. However, you'd have to be nieve to think that there won't be at least some slashing of certain budgets coming. Its just a matter of how much.
