For so many years there has been this battle about pay to play and public. Commercial Vs. Free.
I know for sure there is no such thing as free hunting. $40 that goes to every single CREP acre comes from your license fees and $7 off every acre goes to WIA. I would argue that there are only budget levels of hunting and I had written an article detailing some of those levels and options.

The battle rages by those in level 1 think that all those at the other levels are the reason that they don't have access to better hunting.
The simple equation is that if there are no birds there is no hunting. Those that produce birds produce hunting and generally it costs money to do that.
