You don't. The longer the barrel the better the sight plane. What's more important than barrel length is your choke. I have a 26" barrel on my duck gun with an aftermarket Carlson choke tube. Much, much better than factory chokes and far better patterns which = more dead birds.
That's a good way to stir the pot. Once the pay to play game starts it won't end. Kansas will turn into the Dakotas, Texas, Wyoming, etc, etc. Yep a great way to piss a lot of good people off.
Land owners don't care, the state doesn't either. Pheasants for ever would never make it here. There's nothing to hunt and people want results immediately.
Totally different story here. The guy that has cows on state owned ground has tons of his own ground. No emergency here, we don't have that program here.
