Which time to plant CRP

So it would appear that we got a couple of 10 acre plots into the program. I am sure we will be rather busy in the spring. I know it does not take long to drill 20 acres but I am sure it will be low on the priority list. Planting and cutting haylage until probably the middle of June. So given these 3 situations which would be best.

Plant in mid June.

Plant in fall after harvest beginning of Nov maybe.

Plant in earlier to mid April.

Probably need to plant between May 1st and June 15th. Best results are obtained by planting as early as possible after May 1st. Fall plantings work best with cool season grasses.
